Cheap AI Voice Agents: What You Actually Pay Per Minute
AI voice agent pricing is quoted per minute but billed in layers. Here is what sits under the headline rate, how to compare voice AI platforms fairly, and what a cheap AI voice agent really costs to run.
Every AI voice agent is sold with a per minute price. Almost none of them cost only that per minute. The quote covers one layer of a stack that has four or five layers, and the rest lands on the invoice later.
This post breaks down where the money actually goes, so you can compare two quotes and know which one is cheaper before you commit.
The five layers of AI voice agent pricing
A voice agent has to do five things on every call. On a developer platform each one is usually metered on its own line.
- Telephony. The phone number and the carrier minutes. Charged per number per month, then per minute of connected call, and inbound and outbound rates differ.
- Speech to text. Turning the caller's audio into text, billed per minute of audio.
- The language model. Working out what to say back, billed per token. Longer instructions and longer conversations cost more, and the whole conversation so far is usually resent on every turn.
- Text to speech. The voice itself, billed per character or per minute. The better voices cost more, and this is where the price gap between a natural voice and a robotic one shows up.
- The platform. Orchestration, call handling, interruption handling, logs and dashboards. Often a monthly fee plus a per minute rate on top of everything above.
A quote of a few cents a minute usually means layer five only. Add the other four and the real number is often two to four times the headline.
The questions that expose the real price
Ask these before you sign anything. The answers matter more than the number on the pricing page.
- Is the telephony included, or do I bring my own carrier account and pay that separately?
- Are speech to text, the language model and the voice inside the per minute rate, or metered on their own?
- Is there a monthly platform fee, a minimum spend, or a minimum contract term?
- Is billing rounded up to the whole minute, and is there a minimum call length?
- What does a call cost when nobody speaks, for example a wrong number or a robocall?
- Does the price change if I want a better voice, or a stronger language model?
- What do the numbers cost per month if I run more than one location?
Rounding is the quiet one. A platform that rounds every call up to a full minute charges the same for a fifteen second wrong number as for a full minute of conversation, and wrong numbers are a real share of inbound traffic.
Build it yourself or buy the finished agent
The market splits in two, and the cheaper option depends entirely on which side of that split you sit.
Developer platforms. Vapi, Retell AI, Bland AI, Millis AI, Bolna and ElevenLabs agents sell you the parts and the APIs. You get deep control over every layer, and you are responsible for building the agent, connecting your booking system, hosting the logic, handling the edge cases and maintaining all of it as the models change. The per minute number looks low because engineering time is not on the invoice. Check each vendor's current pricing page, because rates in this category move often.

What cheap looks like when the maths is done
Take a business with 400 inbound calls a month averaging two and a half minutes. That is 1,000 minutes.
At $0.080 per minute with everything included and per second billing, that is $80 a month. No platform fee, no minimum, no separate carrier bill.
Now price the same 1,000 minutes as five separate line items with a platform fee on top and whole minute rounding. The effective rate climbs, and the bill lands well above the headline. The comparison worth making is not rate against rate. It is total monthly bill against total monthly bill for your own call volume.
Then set that number against what the phone is losing you now. If unanswered calls cost you three bookings a month, the agent is not a cost line at all.
Where cheap becomes expensive
Some savings are real and some are borrowed from somewhere else.
- A cheap voice. Callers hang up on a flat robotic voice. A cheaper voice that loses you bookings costs more than the difference.
- High latency. A pause of a second or more before every reply reads as a bad line, and people talk over it. Ask what the response latency is under load.
- No interruption handling. Real callers interrupt. An agent that cannot be interrupted feels like a phone tree.
- No handoff. If there is no clean transfer to a person, the hard calls end badly and you never find out.
- No transcripts. Without a record of every call you cannot tell whether the agent is winning or losing you business.
Ask for a recording of a real call at your kind of business before you compare prices. The cheapest agent that callers hang up on has an infinite cost per booking.
